
The Brazilian Institute for Responsible Gaming (IBJR) has appointed Carlos Lima as its new executive president, as Brazil’s regulated betting and online gaming sector continues to develop.
Lima brings extensive experience in government relations, advocacy, and public policy development. His appointment comes as the organization intensifies efforts to support the consolidation of a regulated and compliant gaming market in the country.
In his new role, Lima will lead IBJR’s institutional engagement strategy, strengthening dialogue with the Federal Government, the National Congress, regulatory authorities, and civil society stakeholders. The objective, according to the institute, is to contribute to a more structured regulatory environment and reinforce the position of licensed operators complying with Brazilian law.
“The maturation of the betting market in Brazil requires actions guided by data, transparency, governance, and legal certainty,” said Lima. “A regulated environment is the main tool to guarantee consumer protection, the integrity of the activity, and the sustainable development of the sector.”
He further emphasized that regulation serves as a key distinction between authorized operators and unlicensed platforms. “Regulation should be understood as a seal of safety for the consumer. It establishes clear rules, protection mechanisms, responsible gaming policies, and compliance obligations that do not exist in the illegal market,” he added.
Lima’s career has included leadership roles in institutional relations, corporate governance, and regulatory compliance across sectors with significant economic and social impact, with a focus on building transparent and predictable regulatory frameworks between public and private stakeholders.
Meanwhile, co-founder of IBJR André Gelfi will remain actively involved with the organization as a board member and director, continuing to support its institutional agenda and the development of Brazil’s regulated betting market.
