Caesars expands Maine tribal partnership to include planned online casino launch

Caesars Entertainment has expanded its partnership with three Wabanaki Nations in Maine to include online casino gaming, positioning the parties for a potential iGaming launch in 2026 pending regulatory approvals.

Under the agreement, Caesars will partner with the Houlton Band of Maliseet Indians, the Mi’kmaq Nation, and the Penobscot Nation to offer three online casino brands in the state: Caesars Palace Online Casino, Caesars Sportsbook & Casino, and Horseshoe Online Casino.

The expansion builds on the launch of Caesars Sportsbook in Maine in 2023 and comes after the state authorized the Wabanaki Nations to operate online gambling under legislation passed earlier this year.

The planned online casino platforms will offer slot games, table games, and live dealer products, while integrating with Caesars’ existing sportsbook operations through a single login and wallet system powered by the company’s Universal Digital Wallet. 

Players will also be able to earn and redeem rewards through Caesars Rewards, the company’s loyalty program.

“As we look ahead to the launch of online casino gaming in Maine, we’re proud to expand our partnership with the Houlton Band of Maliseet Indians, the Mi’kmaq Nation, and the Penobscot Nation,” said Eric Hession, President of Caesars Digital.

“Together, we’ve built a strong and responsible sports wagering experience, and this next phase reinforces our commitment to our tribal partners and to delivering a differentiated, localized digital gaming experience for Mainers.”

Caesars plans to invest in workforce development initiatives, including training and employment opportunities for tribal members, while providing financial support for community programs and projects.

Chief Kirk Francis of the Penobscot Nation said the partnership had already demonstrated benefits through sports wagering operations.

Our experience working together on sports wagering has demonstrated the value of aligning with a partner that respects our sovereignty, understands our communities and is committed to long-term success for the Wabanaki Nations,” Francis said.

Chief Sheila McCormack of the Mi’kmaq Nation said: “Expanding into online casino gaming allows us to continue creating economic opportunities for our people while ensuring that any future platform is developed in a responsible, well-regulated manner that benefits the tribes and the state.”

Chief Clarissa Sabattis of the Houlton Band of Maliseet Indians added that “Internet gaming revenues will provide our tribal government with a more secure, long-term source of revenue that will help us provide essential services and make critical investments in community infrastructure.”
