Two large development opportunities in Wyoming have entered the proposal stage, with Gateway East and Gateway West inviting interest from gaming operators, hospitality companies, tribal enterprises, developers and investors.
The two projects cover a combined 419 acres near Wyoming’s borders with Colorado and Utah and are planned as destination entertainment centers designed to attract visitors from surrounding Mountain West markets.
The developments are being led by Eric Nelson, the former owner of Wyoming Downs Race Track, who has more than two decades of experience working in Wyoming’s gaming, racing and rodeo sectors. The projects are supported by independent feasibility studies and market research examining demand for large-scale entertainment, lodging and event facilities.
Nelson’s vision includes two major destinations focused on western culture, rodeo and hospitality. According to a project announcement, cited by CDC Gaming, the developments are intended to “further raise Wyoming as a hub for western culture, rodeo competition, and entertainment.”
Gateway Locations Target Regional Visitor Markets
Gateway East covers 265 acres at the Wyoming-Colorado border and is designed to serve the Denver-Fort Collins corridor. The location provides access to more than 3.6 million residents within a one-hour drive and sits near the first Wyoming exit north of Colorado.
The site benefits from direct Interstate 25 access, visibility from a major transportation route and consistent year-round traffic. Developers believe the location could support a range of entertainment-focused uses, including gaming facilities, hotels, restaurants and event venues.
Gateway West consists of 154 acres near the Wyoming-Utah border. The site provides access to Salt Lake City and Park City, reaching approximately 2.5 million residents within 90 minutes.
The Utah border location is expected to benefit from demand generated by Utah’s long-standing prohibition on gaming. The project team believes visitors seeking entertainment, lodging and gaming-related activities could create opportunities for development near the state line.
Both properties are located along major interstate corridors. Gateway East connects with Interstate 25, while Gateway West is positioned along Interstate 80. Together, the locations place the projects within driving distance of more than 6 million consumers across the region.
Plans Include Gaming, Hospitality And Event Facilities
The proposed developments are structured as year-round entertainment destinations connected to Wyoming’s western heritage and tourism identity.
Plans include space for three potential gaming locations at each site, multiple hotel developments, luxury RV resorts, retail and dining areas, and enclosed climate-controlled event centers. One of the planned event facilities could accommodate between 5,000 and 10,000 guests.
Additional possible uses include rodeo stadiums, museums, truck stops and large-format entertainment infrastructure.
Feasibility work conducted by The Innovation Group, along with market research from the Wyoming Gaming Commission, identified demand for expanded entertainment, accommodation and event offerings at both border locations.
Wyoming’s current gaming framework includes historical racing terminals, sports wagering and rodeo pari-mutuel wagering. The project materials also highlight the state’s absence of individual income tax and corporate tax as factors that could support investment interest.
Once applications are submitted, gaming licensing timelines typically range from 60 to 120 days, according to the project information.
Developers Accept Multiple Proposal Structures
The Gateway projects are seeking proposals from a wide range of potential partners, including gaming companies, hospitality groups, tribal organizations, entertainment operators, truck stop businesses and RV resort developers.
Interested parties may submit proposals under different ownership and investment arrangements. Available structures include all-cash offers, seller financing, revenue-sharing agreements, combinations of cash and publicly traded stock, partnership models and buyer-defined terms.
The proposal review process will continue on a rolling basis through September 30, with final acceptance potentially taking place during that period.

The project team said the combination of interstate access, regional population reach and Wyoming’s existing gaming framework creates an opportunity for destination-scale entertainment projects at both border locations.
