The Malta Gaming Authority (MGA), in collaboration with the Malta Digital Innovation Authority (MDIA), has launched an AI Gaming Charter aimed at promoting the ethical and responsible use of artificial intelligence across gaming operations.
The voluntary, principles-based framework is designed to support the responsible, transparent, and accountable use of AI. It complements existing legal and regulatory frameworks, including the EU AI Act, while providing guidance tailored to the gaming sector.
The Charter was launched at an event attended by representatives from the gaming industry, public sector and technology community, who discussed the opportunities and challenges associated with AI and the importance of responsible governance.
The Charter was developed following engagement with industry and other stakeholders, including sector-wide surveys, discussions with gaming licensees and a dedicated consultation process. The MGA and MDIA said the collaborative approach was intended to make the Charter practical, proportionate and responsive to the sector’s evolving needs.
AI is already being used across gaming-related functions including player protection, fraud detection, customer interaction and operational decision-making. The Charter provides guidance on governance, human oversight and ethical considerations in the design, deployment and use of AI systems.

Our role as a regulator is not to stand in the way of innovation, but to help create the certainty and confidence needed for innovation to flourish responsibly,” said Charles Mizzi, CEO of the MGA.
