Brazilian govt. readies plans to create National Secretariat for Prizes and Bets

After the publication of the Provisional Measure that seeks to regulate sports betting, the Brazilian federal government is moving forward with the creation of the National Secretariat for Prizes and Bets. The new body will report to the Ministry of Finance.

In order to achieve its goal of monitoring the sports betting system, the secretariat will be staffed by agents from the Federal Police and the Financial Activities Control Council (Coaf).

According to the newspaper O’Globo, the organization chart of the portfolio is made up of four subdivisions or sub-secretariats: accreditation, monitoring, inspection, and sanction. This will involve the creation of at least 54 posts, 60% of them already defined, although negotiations are still underway for an increase to 65.

The sub-secretariat for accreditation will be responsible for the process of company authorization, document analysis, and subsidy payment, as well as for collection and allocation.

The inspection department will focus on companies that have already been accredited and are operating in the market, verifying that they comply with the regulations. In the event of irregularities, the sanctioning sub-secretariat will intervene and will submit administrative files to apply possible sanctions.

The monitoring sub-secretariat will be headed by a delegate of the Federal Police, whose name has not yet been disclosed. This department will have market surveillance systems, from which it will analyze possible illicit practices, manipulation of results, and money laundering.
