Regulatory Achievements and Oversight
The MGA continued to reinforce its oversight of Malta’s gaming industry through stringent regulatory actions:
- Licensing and Compliance: The MGA processed 15 license applications, approving eight and denying two due to incomplete or inaccurate information. In addition, four out of seven renewal applications were granted, and over 600 criminal probity checks were conducted on key stakeholders.
- Fit and Proper Committee: The committee reviewed 29 cases, with seven applications deemed unsuitable for licensing.
- Enforcement Actions: The Authority issued 20 warnings and 10 administrative penalties totaling €128,800. Eight licenses were canceled, two were suspended, and regulatory settlements amounting to €61,522 were finalized.
- Technical Incidents: Sixteen reported technical security issues were investigated to ensure no adverse effects on gaming operations.
Advancing Player Protection
The MGA emphasized responsible gambling and player safeguards throughout the reporting period:
- Player Assistance: The Authority supported 1,625 individuals, addressing various concerns, including requests carried over from 2023.
- Player Funds Monitoring: Operators submitted 962 reports on player funds, ensuring adequate reserves for liabilities.
- Responsible Gambling Checks: Twelve website audits resulted in seven observation letters identifying areas for improvement.
Misleading advertising and inaccurate references to the MGA were also addressed, with 10 website cases investigated and nine notices issued to inform the public.
Industry Performance Metrics
The gaming industry continued to play a crucial role in Malta’s economy, with significant contributions in the first six months of 2024:
- Economic Impact: The sector generated €712.6 million in gross value added, representing 7.1% of the national economy. Including indirect effects, this contribution rose to 10.7%.
- Employment: Approximately 13,860 full-time jobs were reported, with the majority tied to online gaming operations.
- Revenue Collection: Compliance contributions, levies, and license fees brought in €41.4 million.
Collaborative Efforts and Global Partnerships
In its mission to maintain gaming integrity, the MGA collaborated with various stakeholders locally and internationally:
- Sports Betting Integrity: The Authority received 162 suspicious betting reports, sharing 143 alerts with licensees and participating in 11 investigations. Data exchanges and inquiries with sports governing bodies supported efforts to combat match-fixing.
- International Cooperation: The MGA handled 35 collaboration requests from foreign regulators and sent 22 of its own, primarily for background checks and regulatory clarifications.

The MGA’s interim report reflects its commitment to maintaining a well-regulated and competitive gaming industry. As global markets evolve, Malta remains a hub for innovation and compliance, with the MGA at the forefront of supporting economic growth while safeguarding players and industry standards.
