An inquiry has begun in Sweden that could ultimately result in new rules and actions to curb youth gambling by introducing stricter marketing regulations.
The inquiry will be conducted under the guidance of Chief Legal Officer Zandra Milton, who will look into gambling behavior among young people in Sweden and check marketing practices regarding gambling. The report should be delivered to the Ministry of Health and Social Affairs by February 29, 2028.
Minister of Financial Markets Niklas Wyman stated that creating a safe gambling environment entails more protection measures for people at risk of gambling. Minister of Health Elisabeth Lann emphasized a doubling of risky gambling cases among young men, while the Minister of Gender Equality Nina Larsson pointed out the disproportionate involvement of young men in gambling issues.
The inquiry will analyze whether operators should implement financial controls and time limits for young gamblers. Furthermore, the investigation will deal with gambling manifestations in video games and whether there’s a need for further regulation.

The investigator will weigh new protective measures against the risk that gambling will increase at gambling companies without a Swedish license. Gambling with such companies is not covered by the protection of the Swedish gambling regulation.
The comparison of the Swedish legal framework with regulations from other countries is also within the inquiry’s plans since the government hopes to find a working solution to reduce youth gambling activities.
The inquiry follows criticism from Sweden’s National Audit Office, which in February 2026 described government efforts to combat problem gambling as ineffective and called for stronger practical guidance and coordination among responsible authorities.
