Charm Entertainment Faces Sweden License Suspension

Sweden’s gambling regulator has suspended Charm Entertainment’s casino license after an investigation into accounting issues and compliance concerns.

Sweden’s gambling regulator has ordered Charm Entertainment AB to stop all licensed casino operations after issuing a temporary revocation of the company’s land-based gaming license. The decision follows a regulatory investigation that examined the operator’s compliance with gambling legislation as well as financial reporting and bookkeeping requirements.

The suspension (pdf) was issued by the Swedish Gambling Authority, Spelinspektionen, on October 1, 2026. It takes immediate effect and will remain in force until a final decision is reached or, at the latest, until April 1, 2027.

The action stems from a supervisory review launched on May 27, 2026, during which the regulator assessed whether Charm Entertainment continued to satisfy the legal conditions required to hold a gambling license in Sweden. Authorities reviewed the company’s annual reports covering the 2023, 2024 and 2025 financial years and also examined material connected to an ongoing criminal preliminary investigation before Södertälje District Court.

Investigation Raises Compliance and Accounting Concerns

Spelinspektionen said its findings gave rise to concerns regarding Charm Entertainment’s suitability as a license holder. According to the regulator, there are “probable reasons” to believe the company no longer meets the statutory requirements necessary to maintain its licence.

A key part of the regulator’s assessment involved links between individuals associated with Charm Entertainment and Lucky 21 Casino AB, a former casino operator that previously held a Swedish gambling license. Current and former executives connected to Charm have been charged with serious offences tied to Lucky 21, including allegations of aggravated accounting crimes.

The regulator noted that the two companies operate in nearby locations and have substantial overlap in personnel. Based on that relationship, authorities considered whether compliance failures identified in the Lucky 21 case could also have affected activities carried out by Charm Entertainment.

Financial reporting also formed a significant part of the investigation. Spelinspektionen identified discrepancies in the company’s accounting records and annual reporting. Among the issues highlighted was the submission of two separate versions of annual filings for the 2023 financial year.

According to the regulator, those differences raised questions about the reliability and integrity of the company’s bookkeeping and accounting practices. The findings contributed to concerns about whether the operator continued to satisfy the legal and financial standards expected of licensed gambling businesses in Sweden.

Regulator Cites Risk of Ongoing Misconduct

In explaining its decision, Spelinspektionen pointed to both the seriousness of the alleged offences under investigation and the involvement of individuals connected to both Lucky 21 and Charm Entertainment.

The authority concluded that immediate intervention was necessary to address the risk that gambling activities could continue under inadequate accounting controls or potentially facilitate criminal conduct. As a result, Charm Entertainment must cease all activities covered by its license while the matter remains under review.

Although the company has the right to appeal the decision, the suspension remains effective unless overturned. Under Swedish law, a temporary license revocation can generally remain in place for up to six months and may be extended for an additional six months in special circumstances.

The current order specifies that the measure will stay in effect until a final determination is made or until April 1, 2027, whichever occurs first.

Wider Regulatory Context in Sweden

The suspension of Charm Entertainment comes amid continued scrutiny of gambling operators by Swedish authorities. Recent regulatory decisions have also drawn attention within the sector.

In a separate case, Spelinspektionen previously imposed a financial penalty on Malta-based online gambling operator LeoVegas for alleged breaches of Sweden’s duty of care requirements under the Gambling Act. However, a court later overturned that sanction.

The ruling, issued on June 12, reversed the regulator’s earlier decision following a review of the evidence and legal arguments presented by the operator. The court determined that the evidence supporting the original penalty was insufficient, resulting in the fine being set aside.

While the LeoVegas matter concerned online gambling regulation, the case involving Charm Entertainment centers on questions of licensing suitability, accounting compliance, and the potential implications of links between company personnel and ongoing criminal proceedings.
