PAGCOR reports 23.41% revenue decline as gaming earnings weaken

The Philippine Amusement and Gaming Corporation (PAGCOR) reported a 23.41% year-on-year decline in total revenue to ₱64.41 billion (US$1 billion) in the first nine months of 2026, citing weaker earnings from gaming operations and related services.

The corporation’s net income fell 84.85% to ₱2.17 billion (US$34.7 million) in the period from ₱14.32 billion (US$229.1 million) a year earlier, after a Supreme Court ruling required PAGCOR to remit 5% of its gross revenues to the Philippine Sports Commission (PSC).

The rate under the ruling is nearly double the level of PAGCOR’s previous remittances to the sports agency. During the January-to-September period, PAGCOR sent ₱3.01 billion (US$48.1 million) to the PSC.

Sports agency share within ₱45.28 billion in contributions

PAGCOR’s total contributions to nation-building and other statutory obligations reached ₱45.28 billion (US$724.4 million) for the period. The National Treasury received the largest portion, ₱27.61 billion (US$441.7 million), which represents the government’s 50% share. The corporation also paid ₱2.90 billion (US$46.4 million) to the government in franchise taxes.

Other allocations included ₱11.19 billion (US$179 million) for socio-civic projects and ₱511.95 million (US$8.2 million) for Casino Filipino host cities. PAGCOR released ₱28.22 million (US$451,520) in sports incentives for national athletes and their coaches who win in international competitions, and it paid ₱15.85 million (US$253,600) in corporate income tax.

The government share, franchise tax, socio-civic projects, and host cities’ share fall under Presidential Decree 1869. The PSC share falls under Republic Act 6847, the sports incentives fall under the Sports Incentives and Benefits Act (Republic Act 10699), and the corporate income tax falls under the National Internal Revenue Code.

Total revenues drop 23.41%

Total revenues declined 23.41% to ₱64.41 billion (US$1 billion) from ₱84.09 billion (US$1.3 billion) in the same period of 2025. PAGCOR attributed the decrease to weaker earnings from gaming operations and related services.

Gaming operations generated ₱58.13 billion (US$930 million), down 23.44% from ₱75.93 billion (US$1.2 billion). Earnings from other related services fell 38.59% to ₱3.04 billion (US$48.6 million).

Other income stood at ₱3.23 billion (US$51.7 million), almost unchanged from ₱3.20 billion (US$51.2 million) a year earlier.

Electronic Gaming posts steepest segment decline

PAGCOR Chairman and CEO Alejandro H. Tengco pointed specifically to the weaker performance of the Electronic Gaming sector during the period.

“Revenues from Electronic Gaming declined considerably by 37.23% from Php44.03 billion in 2025 to Php27.63 billion this year,” he said. The two figures are equivalent to US$704.48 million and US$442.08 million, respectively.

Licensed casinos, the second-largest contributor to gaming revenues after Electronic Gaming, generated ₱23.10 billion (US$369.6 million). This figure is 3.22% lower than the ₱23.87 billion (US$381.9 million) recorded a year earlier.

Revenues at PAGCOR’s Casino Filipino branches fell 8% to ₱7.28 billion (US$116.4 million) from ₱7.91 billion (US$126.5 million). Poker operations brought in ₱105.86 million (US$1.7 million), down 4.60% from ₱110.97 million (US$1.8 million).

Operations continue under regulatory mandate

Tengco said PAGCOR will continue to improve its operations and regulatory oversight. He added that the corporation will ensure revenues from regulated gaming continue to support government programs and services.

“While we recognize the impact of lower gaming revenues on our financial performance, PAGCOR remains committed to carrying out its mandate,” he said.

“We will continue to pursue responsible and sustainable operations while ensuring that the gaming industry adheres to regulatory standards,” Tengco said.
