UAE launches first licensed online sportsbook Play971 ahead of World Cup

The United Arab Emirates has launched its first licensed online sportsbook and iGaming platform, ahead of the 2026 FIFA World Cup.

Play971, operated by Coin Technology Projects LLC, has been granted “Internet Gaming” and “Sports Wagering” licences by the General Commercial Gaming Regulatory Authority (GCGRA), making it the first and currently only online gambling brand authorised by the regulator.

Coin Technology Projects is part of Abu Dhabi-based Momentum Group, which said it aims to develop locally relevant gaming products while maintaining responsible gambling safeguards.

The approval is the 19th licence issued by the GCGRA since the regulator was established in September 2023. Most licences granted to date have been linked to land-based gaming projects, including The Game, the UAE’s national lottery, and the Wynn Al Marjan Island integrated resort development in Ras Al Khaimah.

The launch comes as the UAE continues to build a regulated commercial gaming framework under federal oversight, opening the door to legal online sports betting and casino-style gaming for eligible customers.

Ahead of the 2026 FIFA World Cup, Play971 has introduced sports betting markets covering major international competitions as well as regional events such as UAE football and horse racing. The platform is available through mobile and desktop browsers.

“The UAE is home to some of the most passionate and engaged sports fans in the world,” Philippa Bowland, Commercial Director for iGaming at Play971, said.

For the first time, a locally rooted platform like Play971 adds a new layer to the sports experience – making it possible for fans to play sustainably, rally behind their teams, and enjoy major football moments together,” she added.

In addition to sports wagering, the platform offers online casino products including slots, blackjack, roulette, baccarat, poker and bingo, alongside fantasy games, esports products and proprietary Play971 titles. Live dealer games will be streamed from a GCGRA-licensed studio in Abu Dhabi.

Under the UAE’s regulatory framework, sports betting can only be offered by GCGRA-licensed operators. Licensees are subject to extensive due diligence requirements and must comply with responsible gambling, player protection, privacy and anti-money laundering standards. Gambling services are restricted to customers aged 21 and over.

The UAE has yet to announce the tax structure for its regulated gaming market. Industry proposals have suggested a tiered gross gaming revenue model, with mass-market operators facing a 25% tax rate and premium gaming operators subject to an 8% levy.

The regulator has also indicated it will closely monitor and take a strict approach toward unlicensed offshore operators targeting UAE consumers as it seeks to establish a controlled and regulated gaming environment.
