Brazil Senate panel backs stricter betting ad rules

Brazilian senators have advanced legislation that would place stringent restrictions on advertising and sponsorship of betting products while enhancing player safety.

On September 2, Brazil’s Senate’s Science and Technology Committee forwarded Bill PL 2,470/2026 along with a request for speedy examination of the document.

The legislation would prohibit advertising of betting and online gaming through all forms of media including TV and radio, print and outdoor media, streaming and podcasts, the internet and social media. Direct advertising and other forms of behavioural marketing would also be banned.

The proposed law would also ban all the bonuses and promotions associated with any betting product including no-cost gambling, cashback, free spins, and loyalty programs, as well as betting sponsorships related to sports, other events, sportsmen, and influencers.

Legislation would entail mandatory age verification measures and would create voluntary limits for players regarding their overall spending and time spent on gambling and allowing individuals to self-exclude from gambling with all licensed operators.

Operators would not be able to solicit any self-excluded players or any vulnerable individuals and would also be banned from providing betting products with or without extensions.

The proposal will now continue through the Senate and could significantly reshape how licensed betting operators advertise and engage with customers in Brazil.
