With November’s casino referendum fast approaching, pro-casino groups are now rallying to gather voter support. Several political action committees (PACs) have now launched websites and campaigns in several counties. Should locals vote “yes”, county leaders will be able to solicit development proposals and forward a preferred plan to the Indiana Gaming Commission to receive final consideration.
Casino Expansion Requires Local Support
House Enrolled Act 1038 cleared the way for a single gaming license in either Allen, DeKalb, or Steuben counties. However, any potential project must first secure local backing. November’s ballot will ask residents whether they believe casino gambling should be allowed in their county. Even if all three counties vote yes, only one casino project will eventually move forward.
Any potential casino development must meet strict guidelines, such as a mandatory $150 million licensing fee and a minimum capital commitment of $500 million. At least 60% of this investment must be completed within the first two years after receiving the license. Casino supporters argue that the project will attract private investment, generate employment, and bolster tourism in northeast Indiana.
However, casino expansion is not without its opponents. The Coalition for a Better Indiana, a nonprofit organization, is raising awareness regarding potential issues surrounding casino expansion, such as crime and social harm. The group has launched an online petition warning state lawmakers about the downsides associated with casino development.
Efforts Are Underway to Convince Locals
To combat the rising apprehension among locals, several pro-casino groups have launched their own campaigns. Advance Fort Wayne Allen County PAC, a group that claims to represent local leaders and businesses, has launched its Yes for Allen website. The initiative aims to educate voters about the potential benefits of a new casino in Allen County and hopefully secure public support in the upcoming referendum.

A similar PAC called Steuben – Where Fun Wins is also active in Steuben County. The organization claims that a casino would make the region more attractive for travelers and create a year-round revenue stream. According to the PAC, Steuben County is uniquely positioned to host a high-profile casino due to its proximity to major highways, providing direct access to travelers from Michigan and Ohio.

At least one of the three counties will likely vote “yes”, meaning that Indiana could soon see its next high-profile casino.
