Miami-Dade CR Officer Arrested on Federal Inmate Gambling and Drug Charges

Renel Troutman, 24, a Miami-Dade Corrections and Rehabilitation (MDCR) officer, was arrested by the FBI after agents searched his home on Wednesday, September 30, executing a search warrant related to several suspected criminal activities.

Troutman is alleged to have participated in a criminal enterprise that helped facilitate gambling among inmates as well as smuggling drugs into MDCR facilities. The official charges against the officer are conspiracy to possess controlled substances with intent to distribute, Hobbs Act extortion under color of official right, conspiracy, and racketeering promotion.

If convicted, Troutman could be looking at decades behind bars. The case is assigned to a Miami federal court, with a court appearance not yet set. The federal criminal complaint describes the network as a “criminal organization” operating within the MDCR system.

It involved incarcerated individuals but also relied on outside organizers, suppliers, couriers, financial intermediaries, bettors, and compromised correctional employees.

The outside organizer allegedly helped coordinate drug quantities, pricing, deliveries, payments, and wagers. The drugs were allegedly smuggled into the facilities on paper laced with K2, a synthetic cannabinoid.

Drugs and Gambling, Troutman Allegedly Admits to Some Involvement

Troutman allegedly told the organizer he could conceal a shipment in a Panda Express food delivery because his colleagues were “unlikely to open a plate of food.”

Troutman also allegedly participated in the gambling operation by relaying wagers, balances, and payments. Messages referred to Hard Rock Bet wagers.

According to agents, Troutman acknowledged his role in the gambling activity, though he first tried to limit his explanation to “the bookie.” He told agents he met the organizer through an inmate about a year and a half earlier.
