Vicky Foxcroft MP has been appointed as the UK’s new minister responsible for gambling, taking charge of the sector at a pivotal moment for gambling regulation and policy.
The Lewisham North MP succeeds Baroness Fiona Twycross, inheriting responsibility for an industry facing significant regulatory change, including the rollout of financial risk assessments, continued Gambling Act reforms, and growing debate over taxation of land-based gambling.
Her appointment follows reports that she had emerged as the leading candidate for the role.
Industry Calls for Collaboration
The Betting and Gaming Council (BGC) welcomed Foxcroft’s appointment, expressing its intention to work closely with the new minister on future regulatory policy.
BGC Chief Executive Grainne Hurst congratulated Foxcroft and highlighted the economic contribution of Britain’s licensed gambling industry, which supports more than 109,000 jobs, generates billions in economic activity, and provides funding for professional sport.
Hurst also urged the government to pursue evidence-based regulation while considering the cumulative impact of recent reforms and tax proposals. She identified the growth of the illegal gambling market as another area where the industry hopes to cooperate with policymakers.
Established Views on Gambling Reform
Although gambling has not been a central focus throughout Foxcroft’s parliamentary career, she has previously contributed to debates on gambling policy.
In 2025, she supported an Early Day Motion introduced by Dawn Butler MP calling for the abolition of the “aim to permit” principle within gambling licensing, a provision that historically limited the grounds on which local authorities could refuse licence applications.
The issue has since gained renewed relevance following Prime Minister Andy Burnham’s decision to remove the principle from the Gambling Act, giving licensing authorities broader discretion when assessing gambling premises.
Advocating a Public Health Approach
Foxcroft has consistently argued that gambling-related harm should be addressed through a public health framework.
Following the collapse of Football Index in 2021, she called for modern, evidence-based regulation capable of responding to the rapid evolution of online gambling while strengthening protections for vulnerable consumers, particularly children and young people.
She also emphasised the importance of ensuring adequate support services for individuals experiencing gambling-related harm.
Taking Office During a Critical Period
Foxcroft assumes the role as the gambling sector enters one of its most consequential periods in recent years.
Operators continue to challenge the implementation of Financial Risk Assessments, while the land-based industry is closely watching the government’s autumn budget amid proposals that could significantly increase taxation on gaming machines. Industry groups have warned that additional tax burdens could accelerate the closure of betting shops and casinos across the UK.
With regulatory reform, consumer protection, and industry sustainability all competing for attention, Foxcroft’s tenure is expected to play an important role in shaping the future direction of Britain’s gambling sector.
