Konami Files Japan Casino Supplier License Applications

Konami Gaming, Inc., the gaming and systems division of Konami Group Corporation, has submitted license applications to Japan’s Casino Regulatory Commission (JCRC), becoming the first casino equipment manufacturer to file applications under the country’s emerging integrated resort regulatory framework.

The company said it had submitted applications across all applicable manufacturer licensing categories, marking an early step toward participation in Japan’s developing casino market. The filings represent preparation for a regulated environment that will oversee casino operators, suppliers and other businesses involved in integrated resort operations.

Konami’s application does not represent final approval, and the company did not provide a timeline for when the JCRC will complete its review.

Japan is currently preparing for the launch of its first integrated resort, with MGM Osaka scheduled to open in 2030 on Yumeshima, an artificial island in Osaka Bay. The project is being developed by Osaka IR KK, a joint venture between MGM Resorts Japan and ORIX, after receiving approval from Japan’s land ministry in April 2023.

Supplier licensing framework takes shape

Japan’s casino regulations require manufacturers of gaming equipment and related systems to obtain permissions from the JCRC before operating in the market. The rules cover companies involved in manufacturing, importing, selling and repairing casino-related equipment.

Under the country’s Integrated Resort Development Act, manufacturers must secure approval according to their specific business activities. Manufacturing facilities require individual permissions, while electronic and magnetic casino equipment must also receive separate type approvals.

Konami said its early submission reflects its preparation for the Japanese market and its intention to meet the country’s regulatory requirements. The company operates in more than 400 regulated gaming markets worldwide and said it has used its existing compliance systems and licensing experience to support the application process.

“Konami’s early filing demonstrates our commitment and readiness to engage constructively with Japan’s regulatory framework from the outset,” said Lori Olk, senior vice president and chief compliance officer at Konami Gaming, Inc, in the company’s press release. “We have approached this process with a focus on transparency, preparation, and alignment with the stringent standards established by the JCRC.”

The company said it has dedicated resources toward localization efforts, regulatory documentation and operational planning to ensure its activities align with Japan’s legal requirements and market expectations.

Konami also highlighted that its Japanese heritage makes the development of the country’s integrated resort sector particularly significant for the company. The supplier said it aims to support the creation of a regulated gaming environment through compliant technology and products designed for the local market.

Konami prepares for Japan’s integrated resort market

Tom Jingoli, president and chief operating officer at Konami Gaming, said the application process required coordination across different parts of the business and jurisdictions where the company operates.

Konami’s filing comes as construction progresses on MGM Osaka, which is expected to become Japan’s first operating integrated resort. The project represents a US$10 billion development and remains the only approved IR project currently moving forward in the country.

Japan’s central government has also established a second application period for additional integrated resort proposals. The new window is scheduled to run from May 6 to November 5, 2027, with areas including Hokkaido and Aichi having expressed interest in pursuing future IR developments.

As Japan continues building its casino regulatory system, suppliers such as Konami are seeking approval to participate before commercial operations begin. The company said its application process demonstrates its readiness to work within the country’s regulatory structure and provide gaming solutions that comply with Japanese standards.
