The Alcohol and Gaming Commission of Ontario (AGCO) announced that it has issued a six-figure fine against Betty Gaming due to underage gambling. The AGCO emphasized that this is a serious offense and that operators must absolutely make sure that their products are not available to minors.
The Operator Allowed Underage Players to Gamble
According to the announcement, Betty Gaming self-reported the issue in November 2025, alerting the AGCO that a vulnerability in the age controls of its Betty.ca brand had allowed 9 underage individuals to create accounts, deposit funds, and play. The company also reported that an additional 14 underage individuals had created accounts but did not make any deposits.
As a regulated gaming market, Ontario strictly prohibits operators from offering gambling to underage individuals. Operators are therefore required to employ effective safeguards to prevent minors from accessing their products, creating accounts, and gambling. According to the AGCO, these obligations are “central to protecting young people and maintaining confidence in Ontario’s regulated gaming market.”
As a result of Betty Gaming’s violation, the AGCO opted to levy a fine of CAD 120,000 ($86,016) against the operator. Betty Gaming is allowed to appeal this order of monetary penalty within 15 days.
The Age Requirement Is a Crucial Safeguard
Dr Karin Schnarr, the AGCO’s chief executive officer and registrar, commented on the fine. Schnarr emphasized that the legal age requirement is one of the most basic, yet most important safeguards in the Ontario regulated gaming market. In order to protect the youth, operators must absolutely not allow underage members of the public to create accounts, deposit money, or gamble online.
Registered operators are responsible for making sure their systems work before those systems go live. When those responsibilities are not met, we will take action to protect young people and uphold confidence in Ontario’s regulated market.

Earlier this year, the AGCO issued penalties of CAD 40,000 to two suppliers, namely Relax Gaming and Arrise Solutions. The companies were fined due to the provision of content to unregulated operators targeting the local market.
