Bally’s revises Las Vegas development plan with three-phase construction project

Bally’s has revised the construction plan for its mixed-use development around the Athletics’ under-construction Las Vegas ballpark. Details of the updated three-phase project were shared on Wednesday with the Clark County Commission.

The Clark County Commission approved land-use permissions covering 26 acres around the ballpark, reports the Las Vegas Review-Journal. The approval did not cover the entire development site. Instead, it applies to a mixed-use podium on the northwest corner of the property, along with parking and a 2,500-seat theater on the southwest portion.

The commission is scheduled to review permits for the future hotel-casino on September 16. That portion of the development also requires Federal Aviation Administration approval because of the planned hotel towers.

An unnamed group has expressed interest in potentially acquiring Bally’s planned $1.1 billion project, a person familiar with the matter told Review-Journal. If a sale takes place, the approved development rights would transfer with the property to the new owner.

“The Board today considered for approval the portion of Bally’s application that includes the parking and podium development to ensure the public has a safe way to get from the public sidewalks and pedestrian bridges into the stadium,” Clark County spokeswoman Jennifer Cooper said in a statement.

“The towers associated with the Bally’s application have not received FAA approval and were not considered for approval today,” Cooper’s statement said. “For context, entitlements are associated with the land, not the developer, so should Bally’s not move forward with the project, another developer would be able to use their entitlements.”

If the potential sale does not proceed, Bally’s officials are confident their funding partners are prepared to begin construction of the northwest podium, according to the source cited by the Las Vegas Review-Journal.

The development takes a three-phase route

The revised plan divides the project into three phases.

Phase 1 includes the Athletics’ $2 billion ballpark, a 1,500-space parking garage and a central utility plant. The 33,000-seat ballpark remains scheduled for completion in late February 2028.

Phase 2 centers on the northwest podium. The updated plan calls for a three-level parking garage with 953 spaces below a plaza that will contain retail, dining and entertainment facilities.

This phase also includes the 2,500-seat theater and a temporary surface parking lot with about 532 spaces between the northwest podium and theater.

Later phases would include the casino resort between the podium and theater, along with additional parking facilities.

MGM properties provide additional parking

The ballpark will also rely on nearby MGM Resorts properties for game and event-day parking.

Similar to Allegiant Stadium and T-Mobile Arena, the ballpark will use parking facilities outside the immediate stadium site. MGM Resorts has more than 30,000 spaces within walking distance of the three event venues.

Ballpark work continues at Tropicana site

Construction of the Athletics’ Las Vegas ballpark is underway at the former Tropicana site. The structure has formed a full circle, with levels reaching the highest point of the planned seating areas.

The ballpark is designed to accommodate 33,000 fans and remains scheduled for completion in late February 2028.

The Athletics have filed building permit applications with Clark County for the southeast parking garage and utility plans. Bally’s also has permit applications filed with Clark County for initial work associated with the northwest podium and theater.
